ARCHIVE OF MEETING MINUTES

2008 2007

Los Amigos de La Peņita - November 24, 2008, General Meeting Summary

Mark opened the meeting by thanking Roberto and Eddie for the use of the Xaltemba Restaurant and asking everyone in attendance to introduce themselves.

Mark informed the group that he had met with Notario Marc Antonio with respect to our constitution and regulations. We are having these documents professionally translated into English. Both versions (English and Spanish) will then be posted on our website.

As outgoing president, Mark took the opportunity to thank the many individuals who have made significant contribution to the organization:

Bette - for the many hours of work she has contributed to the organization;
Zobeida - for her work in translation
Eddie - for his guidance and help in translation
Joyce - for being his right hand and working on the recycling committee
Ken - for his work on the fundraising committee and other tasks
Johan - who took on the chair of the recycling committee
Vern - for helping make the recycling program a success
Barb - for her work on the Los Amigos website
Bob - for his work on the beach committee and on the brochures
Arla - for her work as secretary
Jeannie - for serving as treasurer
Lete - for the many hours of work she has contributed
Dianne - for her many contributions.

The first election of officials or Los Amigos then took place. Mark informed the group that we had been advised by Marc Antonio that there can be only one treasurer for the organization. Victor and Tom served as chairs of the Nominating Committees for the National and International sides, respectively. It was reported that there were a limited number of individuals were identified through this process; nominations were then accepted from the floor. The following executive was elected:

President National: Zobeida Barrera Lozano
President International: Ken Snyder
Vice President National: Victor Mar
Vice President International: Eddie Dominguez
Secretary National: Lola Ha. Dolores Gonzalez Jaramillo
Secretary International: Dave Easby
Treasurer: Jeanie Mintzmyer
It was agreed that a new chair will need to be identified for the Fundraising Committee as it will not be possible for Ken to serve as both Chair of this Committee and as President.

It was moved by Eric and seconded by Rick that the role of meeting chair should alternate between the National and International Presidents. It was suggested that this may in fact be covered in the regulations and it was agreed that this should be followed up on. It was noted that Ken and Zobeida have not had an opportunity to discuss how they want the executive to function in this regard and that they would like to meet prior to a formal decision being made on this issue. Mark suggested that we could table this motion until the next meeting so that the incoming co-presidents can have an opportunity to discuss this and so that any legal issues can be explored. Johan moved that the motion be tabled. As the mover of motion, Eric agreed to have the motion tabled. All were in agreement.

Mark informed the group that the advice we have received from Marc Antonio is that we cannot make a donation to an individual but only to a group or organization. A number of questions were raised in this regard: Does the group have to be formally incorporated? Would this preclude providing scholarships? Can we purchase supplies or services from an individual? It was agreed that the new executive would need to clarify these issues.

Mark also informed the group of his discussion with Marc Antonio with respect to liability issues surrounding the proposed playground. Mark reported that we need to have written consent from the owner and need a permit before any work can be done. The park sign should indicate that it is a public park that is supported by Los Amigos in perpetuity. This would remove any liability from Los Amigos. The issue of ownership was raised - some believe the land is owned by the municipality and some believe that it is owned jointly by the municipality and a private owner. Mark indicated that if we get volunteers to help in construction, we would need to have them sign a release to ensure we were not liable It was reported that a Rotary group being formed and that they are interested in working with us on this project as are the new municipal officials. Zobeida reported that a letter from Los Amigos was delivered to the new municipal officials indicating our intentions with respect to the park. Since the municipal officials change every three years, it was agreed that we need to clarify what steps need to be taken every three years to ensure the long term status of the park.

Zobeida, as incoming National President, thanked those who had come to the meeting. She encouraged them to continue to participate in the meetings and be involved in the work of Los Amigos. The group has good intentions and needs your help to achieve its objectives. She thanked the members of the international community for helping to get the group off the ground.

Ken, as incoming International President, indicated that the group is only two years old. The work that we are taking on is more complex and a more complex process is required. He asked for the group's patience as this process unfolds.

Bob noted that when Mark gave thanks to the individuals who have helped Los Amigos achieve what it has, he neglected one name - his own. He noted that Mark has worked tirelessly in support of the group.

It was moved by Eddie and seconded by Jeanie that the meeting be adjourned. The motion was approved and the meeting adjourned at 8:30

The next meeting will be on December 8.

Los Amigos de La Peņita - October 27, 2008, General Meeting Summary

Mark O'Neill welcomed everyone back for a new season and said it was great to be back in La Penita and to see everyone. He thanked Eddie and Roberto for generously providing the use of the Xaltemba Galeria for our monthly meetings. 17 members were in attendance 4 were new members who were welcomed. These La Penita residents come with many skills and great ideas and will be an asset to our growing community. They introduced themselves: - Lupita from Super Lorena's, - Jose Rodriquez owner of the Gym in La Penita (Jose said he was working in tourism before opening his gym) - and his two instructors Anna Maria and Lucy.

Mark introduced Betty Corillo as the Mexican President of Los Amigos and Zobeida as a Director. Mark stated the last meeting of the Mexican and Internationals was May 12th 2008. Betty held a general meeting on June 9th 2008 to resolve the issue of planting the bougainvillea along the highway and found out a permit is needed as this is federal zone, so nothing else was done at that time.

OLD BUSINESS

  1. Clean up committee: Betty Corillo stated that 4 plastic trash bins were delivered by the Rehab. centre and a Canadian living near the beach helped the young men to place them. This has not been followed up on. Mark stated he noticed the new garbage truck was in service and the new water lines were in service also. He suggested that a letter of thanks be sent to the replacement for Senor Marconi who is Senor Hector Santiago and City Hall. Betty and Zobeida will invite him to our December meeting as he is eager to work with us for the community. It was stated he is a young man with ambition and vision.

  2. It was suggested that Los Amigos was attempting to do too many projects and that after the elections the elected decide which is the most important project and finish it before moving on to the next project. A discussion was held and it was stated that if any correspondence should go out requesting things, such as another garbage truck for example, that it is very important to make concrete and realistic requests and that any Petitions are respected when submitted. Betty stated all the letters and photos she had were given to him. We are reminded that as foreigners we are limited in our abilities but Betty as President can take control and she and her committee will follow up as needed. Zobeida stated we must not loose focus, we must highlight what it is we can do and not try to include what government should do but work and build a name for the residents of La Penita. Leti stated not to expect too much. Let's do what we can but do not expect monetary help.

  3. Status of Registration of Los Amigos: We are registered and on Friday Mark went to SAT (Hacienda) to get a registration number and a key for Internet access. We are also in the process of obtaining a Los Amigos Bank Account which should be completed in 3 weeks.

  4. Special Holidays in La Penita: Betty reported that the Junior Mayor wanted a donation from Los Amigos for the poor on Mothers' Day and Betty could not get in touch with the treasurer. Eddie suggested that the new officers elected could come up with a standing policy so we don't miss an opportunity to donate to a worthy cause. ie: Mothers Day, Day of the Child and Christmas, for example.

Committee Reports:

  1. Recycle: Johan Nielsen reported that the recycle program has been restarted. The next meeting will be November 5th at 7pm at the Xaltemba Galeria and all are welcome to attend. We will discuss how this program will progress as 6 months have gone by we want to bring it more into the community for the long term. Los Amigos's objective is not to operate it, but to have a commercial operation take over. Question: What is the monetary benefit for the schools? Answer: Nothing has been given back as yet but that is the intention and will be discussed as very little money is collected for the plastic at present. The main intention is that the plastic does not fall into the river or the ocean. It is very important that through the parents the children become educated and aware that it is not all about money but rather about protection of the environment. Statement: The month of May brought in 1000 pesos and June brought 406 pesos and there were expenses such as gas that had to be paid. Johan stated when Vern returns to La Penita things will go back to normal.

  2. Water/Sewer: Even though Jorge Aceves (George) is not on this committee, he gave a summary of what is progressing in 3 phases. Because the rainy season was so wet phase one is a little behind but progressing. Meters were discussed as they are in Las Varas. Mark stated that when the new committee is formed in December we will ask Jorge Rubio how we can help.

  3. Fund Raising: Ken Snyder reported by email and reported by Mark that 8 people worked very hard to put on the Thomas Bartlett's affair and some of these volunteers need replacing. Karen Martin will not be able to do the silent auction this season. Volunteers were asked for at the meeting and Jeannie and Zobeida volunteered to join the committee. The next meeting will be Saturday November 8th at the home of Ken Snyder so call 274 2900 for directions.

Jorge Aceves stated that if the price for the event is 750 pesos no Mexican will be able to attend. He suggested the foreigners buy one ticket for themselves and one for a Mexican friend. Leti stated she for one was so happy to work at the event and hopes to do so again this coming event. The consensus from the Mexican group at the meeting was that they did not feel badly that they could not afford to go - that they do it for the benefit of the community and that they were very grateful for the generosity of the international community, both permanent and temporary, for all the work it took to put on such an event. Leti and Zobeida wish to volunteer to help the Publicity Committee. Thanks

    Also needed are:

Los Amigos de La Peņita - March 10, 2008, General Meeting Summary

General Meeting of Los Amigos de La Peņita was held at the Xaltemba Galeria owned by Eddie Dominguez and Roberto Gil de Montes. 25 members were in attendance.

OLD BUSINESS:

Priorities on what to spend funds on from the Thomas Bartlett event:

Bette Carrillo, National Co-President, was unable to attend tonight's meeting. Our International Co-president, Mark O'Neill, stated that all suggestions on how to spend the monies obtained from the Feb. 10th/08 Thomas Bartlett Fundraiser must be ones that do not include anything that the Government is responsible for providing for our cities. Many good ideas were presented from the members and include the following:

  1. More trash cans - with our Los Amigos logos on them and perhaps like Sayulita, the children of the area could decorate them as part of pride in keeping our towns clean. It was suggested we use the blue plastic barrels.

  2. Scholarships - some of the funds go to sponsoring Scholarships for 6th grade and Secondary School in alignment with our goals for public pride in a clean town. Perhaps essays could be written with suggestions on how to keep the town clean. Dan Milski said that there is already an education fund set up for scholarships for local children and the possibility of Los Amigos contributing to that was also discussed.

  3. Fund a Public Event to involve the Mexican people in the towns and surrounding areas. Lots of fun on a Sunday afternoon for the families and at the same time promote civic pride and free admission to all.

  4. Recycling Program - publicize our Recycling Program in Spanish. Funds set aside for the ongoing need to purchase huge garbage bags, gas for the truck and expansion of the program in the future. Perhaps also buy light bulbs to place in already existing lamp standards. Also keep the rivers clean as this is the first image people see upon entering this area so invest in seminars, talks re: wildlife inhabiting them and need for cleanliness.

  5. Committee Budgets - more funds to go to our clean-up committee to continue with clean up, curb painting and education perhaps in the form of seminars and signs. Committee Budgets will be presented at the next meeting with officers, committee chairpersons and directors to make final decisions re fund usage.

Mark O'Neill stated that he hand delivered a thank you letter to the house of Nora Ramirez de Rodriquez and as she did not appear to be home he slipped it under her door. It thanked her for her 16 months of dedication to Los Amigos de La Peņita.

Committee Reports:

  • Fundraising:
    • Ken Snyder reported that the committee met with Thomas Bartlett just recently and he has agreed to host a 2nd Annual Event for the purpose of raising money for Los Amigos Projects now and in the future. The tentative date for this will be Sunday, February 8th, 2009, from 2:30 to 6:00pm. 300 guests will be admitted at a donated fee of 750 pesos per person. Tickets will be available soon and will be able to be purchased on our website through Paypal. All proceeds will go to Los Amigos de La Peņita. Thomas Bartlett again will fund rental of a dance floor, sanitation, food and beverages. Thanks again to Thomas for his very generous offer.

    • Mexican Fiesta: Bette Carrillo, our Mexican President, is organizing a fiesta in the basketball court in La Peņita in April and Los Amigos will get behind her and help with this project. So get ready to come out and have a great time and meet your Mexican neigbours.

    • Cook Book: Recipes are still being accepted so contact Mary Alicia through our website at www.losamigosdelapenita.com/en/form-recipe.htm

  • Water/Sewer: It was reported progress is being made on this front as Easter approaches.

  • Recycle Program: Thanks to Johan Neilson who came to our last meeting as an observer and has accepted the position of temporary chairman while Joyce Vanderstaak is away. Next meeting is April 16th at 7pm at the Xaltemba Galeria and all are welcome to attend and get involved in the community.

  • Security: Signs are being prepared for sale and they will be in Spanish and will say this property is being protected.

Treasurer's report:
Money spent this month was

  • 760 pesos for huge garbage bags for recycle program
  • 16 pesos for copies for General Meeting
Money received: A donation from Thomas Bartlett's Group: 3,125ps. Accepted with thanks to all.

NEW BUSINESS:

Next meeting for Los Amigos de La Peņita will be April 14th at 7pm at the Xaltemba Galeria. Thanks again to Eddie and Roberto for their generosity.

Mark requests that the directors and members of the executive take the appropriate documentation to the Notario as soon as possible. Nora Rodriquez will continue her work with the water committee but has resigned as Mexican Secretary-Treasurer and as Director, and so because we must have 5 directors, Rafael Alvarez ( supervisor of Coca Cola Plant in La Penita) was introduced by Mark and asked and has accepted the offer to be one of the Directors. A motion was taken and all were in agreement. Thanks was given to Rafael and Mark stated his input would be a great asset.

The new list of Directors will be given to the Notario. Thank You note will be written to Nora for her many hours of work on the behalf of Los Amigos. At this time the position of Sec-Treas. will be left vacant until we can find a Mexican resident/ citizen who can come to the meetings and participate. Hopefully in November, when we have the elections we can fill the positions with a balance of Mexican Citizens and International Residents.

  2. Water/Sewer - Water - Mark stated that the work is progressing slowly and hopefully will be completed by Easter. Sewer: Mark read a report and stated Governor Ney has sent 2 engineers a chemical and and a mechanical engineer from CEA. Monday the engineers will have a discussion re-maintenance and monitoring. The federal Protection agency stopped the estuary from being opened. A group who save Gorillas took a 50 second video for a tv spot of baby whales and the estuary and it was reported they will show it in the USA and on Mexican television. A big thanks to Jeff Bitkoff for his hard work. A request was made to have signs placed at the estuary to protect all from this health problem.

  3. Beach: The old cemetery is being moved to the new one and the gov. has hired men to do this work. This is very good news. A letter of request is planned to ask for this old site to be dedicated as a park with trees and benches and will include a proposal for the clean up of the beach and a Malecon for La Penita.

  4. Clean-Up: Bette Carrillo will talk to the local delegate on Wednesday regarding painting and clean-up. Marion says to persuade the media to publish is a favor and a thank you is appreciated. Mark thanked all who work so hard.

  7. Recycle Program: Joyce Vanderstaak reported that 30 bags of a recycled product were picked up in Las Varas but the bags are so huge they will not be used in the future Instead, we will use the black bags we purchased a month ago.

Verne Porter has volunteered to commit one year to picking up these black bags and having them put into the hug white bags perhaps by a few Conalap boys as part of their civic duty. A request will go out to Conalap with rotation of these boys. A huge thanks was given from the group. Depending on the volume a trailer may have to be built. Verne is a master welder and maybe able to help with that.

April 5th is the day for this program to be started with pick up of these bags to Danny Milski's storage until 60 mega bags are obtained. They will then be delivered to Tepic, hopefully by a volunteer from Las Ayala. For this a payment of $1.2ps. per kilogram will be made and the school will get credit and decide how to use it. Two ladies from Chacala who have been doing this for 3 years emphasize that it's important to come up with a way of rewarding these children and Los Amigos is open to suggestions. The next meeting of the Recycle Program is March 5th at the Xaltemba Galeria at 7pm and all are welcome to attend with your suggestions. Any suggestions can be e-mailed to webmaster@losamigosdelapenita.com

Before the commencement of the program, Joyce will get the type of plastic containers and info out to the schools and the towns' people. The Perez brothers of Las Ayala with help of Holly and Jeff Trujillo will contact the schools and businesses there and are very enthusiastic about this program. Guayabitos is also on board.

  8. Web Site: In the future you will find only a summary of info about Los Amigos de La Peņita on other web sites and our website will be the place to go to to be kept informed of our minutes, events and services.
    http://www.losamigosdelapenita.com

Requested that all leaks be reported when the valves get opened. The water will flow to the hill one day and flat land the next. Leticia Plascencia wanted us not to get our hopes up too much as one of the workers mentioned to her that their work was slow due to few workers.

Sewage Treatment Plant. Danny Milski reported the tour of this plant with an engineer from the United States was carried out along with Jeff Bitkoff and there are problems with the functioning of the machines that deal with the solids as only one of the 7 pumps is working and the Chlorinator is malfunctioning and thus Chlorine Gas is a problem. It is recommended that the water coming into your homes by pipa should have bleach added. Danny reassures all that this problem can be remedied and this is our primary reason for seeing Governor Ney. 6. Clean-up Report: Bette Corrello reported that merchants have donated 100ps. each to help clean up and paint and trim trees all this week. thanks to these businesses. The workers are the people in Rehabilitation who will carry out this work. Don Pedro has a meeting tomorrow with executive to announce cleaning up of the dirt on the streets and when this is to happen that it will be announced to the entire community and men will come with sacks and pick up and take away. But tomorrow Nora will hopefully be getting them. We need to reward the children for work well done and we are looking for suggestions. it seems that these children are keen to get started and La Colonia School had already taken upon themselves to start collecting without the go ahead from Nora Rodriguez. Jeff Rodgers generously volunteered to go get these collected bottles from the classroom but Mark declined his offer because the recycle program was not officially started and we must do it right or not do it at all. so thanks to Jeff for his kind heart but we must follow the plan which includes these schools working well with the coordinator of the program.

When the new system is activated there will be more problems with leaking water pipes from the higher water pressure which will be repaired immediately. Funds will be available from the Federal Government to correct problems that arise from the increase in water pressure such as replacing old pipe with new. Los Ayala and Guayabitos will also receive water from the new system. The government has invested 15 million into this project which does not include the distribution system.

Profeca, a national organization for the environment will have no consideration of any person who is responsible for this problem.
