Los Amigos de La Peñita - April 12, 2010, General Meeting Summary
There were 25 people in attendance, including 13 members.
The Agenda for the meeting was approved.
It was moved by Ken Snyder, seconded by Jeanie Mintmyer that the Minutes from March 22 be approved. The motion passed.
New Bookkeeper
Estrella Galindo was introduced as the new Los Amigos bookkeeper. She has 8 years experience in business accounting and has a degree in accounting from a technical college. Estrella is the current president of the parents association at Las Cabras Kinder.
Economic Development Initiative
The economic development group provided a power point presentation on the groups objectives. After a question and answer session, Zobeida Barrera read a letter of support from the Comisariado Ejidal of La Penita de Jaltemba which was signed by the presiding officers including Ing. Francisco Zuniga, Presidente, Albaro Gonzalez Mojarro, Secretario, Piedad Ayon Velasco, Tesorera, and Dagoberto Pena Gomex, Consejo de Vigilancia.
Following the reading of this letter, Ken Snyder presented the following motion, seconded by Zobeida Barrera Lozano, on behalf of the Los Amigos Executive Committee:
"It is moved that Los Amigos de La Peņita expand its services to the community to include economic development initiatives and projects for the primary benefit of low income women. It is further moved that another committee be formed for these purposes lead by an initial steering committee comprised of Agneta Dyck, Marilyn Miller, Piedad Ayon, Laura Aguilar, Lupita Cuevas and Consuelo Garcia with the expectation that an operational plan and budget will be presented to the membership for approval at the December 20, 2010 meeting."
The motion was approved unanimously.
Scholarship Committee
Eddie Dominquez briefed those present on the application procedures for the next round of 10 scholarships.
Other
It was moved by Jeanie Mintzmyer, seconded by Roberto Gil de Montes, that the meeting be adjourned. The motion was approved. The meeting adjourned at 8:00.

Los Amigos de La Peñita - March 29, 2010, General Meeting Summary
There were 27 members in attendance.
The Agenda for the meeting was approved.
It was moved by Ken Snyder, seconded by Peter Martin that the Minutes from the March 8 be approved. The motion passed.
Budget for 2010/11
Ken Snyder noted that the Executive Committee had met with the Chair of each Committee and that the budgets being proposed for each Committee are the result of those discussions. He then asked each chair to present the proposed budget and plans for their Committee.
Carlos Flores and Johan Neilsen presented the budget for the Education Committee. The total funds required by the Committee are 415,000. It is composed of 380,000 for repair, construction and maintenance projects, 20,000 for essay/art prizes, 10,000 for murals and 5,000 for copying and printing. Since the Committee is projecting raising 265,000 through their own fundraising effort, their total budget request from the Los Amigos general fund is 150,000 pesos. The breakdown on the request for construction and maintenance projects is as follows:
- La Patria Kinder $110,000
- Manautuo Kinder 45,000
- Las Rosas Kinder 180,000
- Justo Sierra Prim. 45,000
The three new construction and maintenance projects are replacing the dangerous entry cupola at Kinder Manautou, building a new kindergarten in Las Rosas and repairing the perimeter wall at Justo Sierra.
Vern Porter presented the proposed budget for Recycling. He explained that the recycling budget assumes we will operate the program for the months of April and May as usual at a cost of 54,700.
Starting June 1st we will have selected a contractor operator whose operation will be subsidized by Los Amigos at $2 pesos per kilo for the rest of the fiscal year at a cost of 53,750 for total budget of 108,450 pesos.
If in the meantime, the Muncipality chooses to take over some or all of the program, the recycling budget will be adjusted accordingly.
Doris Chabot presented the budget for the Scholarships Committee. She noted that the Committee is requesting 15,000 to continue support for our current scholarship students, 30,000 to support 10 new students and 3,000 for support for book purchases for a total of 48,000 pesos.
Peter Martin presented the budget with respect to Retail Sales. He reported that we expect to generate 145,000 in sales with the cost of sales being 62,950 for a net profit of 82,250 pesos.
Bob Tripp presented the budget with respect to the 2011 Fundraiser. He indicated that the Committee is forecasting 405,000 in revenues and 57,000 in expense for expected net revenue of 345,000 pesos from next year's fundraiser. It was noted that these funds are not included in the amount of monies available for 2010/11 as proceeds from the fundraiser will support activities in the following year.
Ken Snyder presented the budget for the Clean Up Committee on behalf of Roberto Gil de Montes. The Committee is requesting 10,000 pesos for supplies and labour for beach clean up; this will allow for one clean up day next season.
Ken Snyder presented the budget for the Public Relations Committee on behalf of Dave Easby. The Committee is requesting 10,000 pesos for three items: 3,000 for website costs, 2,000 for copying and printing and 5,000 for a display for the Tianguis.
Ken Snyder presented the budget for the Executive Committee. The Committee requested the following amounts to cover administrative expenses.
- Legal Fees: 4,000
- Accounting and Bookkeeping Fees 20,000
- Federal Tax on Deposits 2,600
- Copying and Printing 2,000
It also requested 2,000 for volunteer awards and for 100,000 to be set aside as a reserve for a community project, specifically the creation of a community centre. The total requested budget for the Executive Committee is 130,600 pesos.
Ken noted that the total requested by the Committees is 374, 800. The Executive is recommending that we keep a reserve of 63,060. The total funds available are 437,860 pesos.
Johan Nielson suggested that the budget item "Reserve for community project of $100,000" be moved into the Executive Committee budget.
Jeanie Mintzmyer moved, seconded by Eddie Domminguez, that the budget be approved as presented with the exception of moving the "reserve for community project" into the Executive Committee budget. The motion carried 26-0 with one abstention.
Other
Ken noted that at the next meeting, the Executive will be presenting a motion to add an economic development initiative and committee headed by Agneta Dyck.
It was moved by Doris Chabot, seconded by Peter Martin that the meeting be adjourned. The motion was approved.

Los Amigos de La Peñita - March 8, 2010, General Meeting Summary
The meeting was called to order at 7:00 pm with 32 people in attendance. Six visitors introduced themselves to the group. There were no changes to the agenda. It was moved by Bob Tripp and seconded by Tony Dixon that the Minutes of the Feb. 22, 2010 meeting be approved as circulated. Carried.
Changes to Operating Policy:
The motion was previously circulated to members for their comments. It was moved by Ken Snyder on behalf of the Executive Committee, and seconded by Bob Tripp, that the section entitled "Project Proposals" as circulated at the Feb. 22 meeting be added to the Operational Policy (How we Work) with the following changes:
- Paragraph 2. The words "is formed" be added after "until a committee".
- Paragraph 3: The words "non corrupt" be changed to "free of corruption".

Discussion: Ken pointed out that this addition to "How we Work" has been necessitated for three reasons:
- The number of projects that we are being asked to fund has increased significantly and we therefore require a consistent approach to requests.
- Since the work of Los Amigos happens at the committee level, we need to focus the project proposal process at the committee level.
- Los Amigos is becoming more involved with projects that involve multiple sources of funding, including other community agencies and government departments.
It was noted that the Executive Committee can amend the Project Proposal Form as it deems necessary without having to go through the process of changing the By-law.
The motion was carried.
2010-2011 Budget Proposals
Since the budget must be approved by April 1, 2010, committees are asked to submit their budgets as soon as possible, if they have not already done so.
Education Committee Garage Sale
Carlos Flores reminded us that the Education Committee is holding a Gran Bazaar on April 24, 2009 (time to be announced) at Eco Park. Donations can be left with Johan Nielsen in La Peņita or Gail and Dennis Gafuik in Rincon de Guayabitos. There will be a planning meeting at Palapa de Guty on Mar. 23 at 6 pm.
JBAR request for funding
Ken announced that JBAR has withdrawn their request for funding.
Briefing by Jaltemba Economic Development Project
Agneta Dyck explained the role of the Jaltemba Economic Development Project and the results of their research and efforts from Oct. 2009 until the present date. They are a small group who are aiming to provide long term assistance primarily to single mothers and women raising their families without support, through the development of local employment opportunities that respect the local culture and ecology. They are asking to join Los Amigos as one of its working committees.
Discussion from the floor centred around the composition of their membership, suggestions for other models that could be considered, concerns that the Los Amigos' umbrella size is ever-increasing and that this project has widespread political ramifications, and suggestions re: government departments to approach. Agneta indicated that by joining Los Amigos, they hope to increase their committee size and make-up and possibly attract young Mexicans to help with research, proposals, etc.
Ken Snyder indicated that the Executive Committee will meet to discuss their request and subsequently present a motion to the membership.
Items from General Membership
A visitor, Fernando, offered to help Los Amigos and its committees with identifying funding sources and completing applications.

Los Amigos de La Peñita - February 22, 2010, General Meeting Summary
The meeting was called to order at 7:00 pm with 20 members in attendance. There were no changes to the agenda. It was moved by Vern Porter and seconded by Peter Martin that the Minutes of the Jan. 25 and Feb. 8, 2010 meetings be approved as circulated. Carried.
Fiesta 2010
Ken Snyder reported that Fiesta 2010 has netted approximately $388,000 pesos. In order to make next year's event even better, he requested that we take some time to reflect on this year's event and send comments to him on what worked and what needs improvement by March 1st. He will then compile a summary for reference by next year's committee.
Notice of Motion: Changes to Operating Policy:
A Notice of Motion was circulated for members to review before our March 5 general meeting. The motion requires the addition of a section to our operating policy regarding Project Proposals in which specific information regarding the project, budget, and funding sources must be provided. Comments can be forwarded to Ken.
Potential for 'Tres por Uno' funding:
Ken read a letter from Bob Gibbs in which the opportunity for this funding program was outlined. The municipal government will match funds raised by a group for community-wide projects in the ratio of 3:1 (75% from the government, 25% from the community organization). Proposals are being accepted until mid-March so time is of the essence. Anyone with ideas for Projects is requested to send their suggestions to Ken as soon as possible.
Proposals for 2010-2011 Projects
Guidelines for submission of budget requests were circulated to Committee Chairs on Feb. 10. Budget requests should be submitted to the Executive (Ken) by Friday, March 5.
Additional Comments
Carlos Flores invited members to the Inauguration for the Las Cabras Kindergarten on Tuesday, Mar. 2. There will be a free lunch at 2 pm, with the official opening at 3.
Johan Nielsen announced that the Education Committee has elected to hold a second Gran Bazaar on April 24 at 11 am at the Eco Park. Information will follow regarding donations.
Arturo Vasquez Alvarez announced that the Inauguration of the Eco Park is scheduled for 11 am on Wednesday, Feb. 24 at 11 am.
In response to a question from the floor, the Education Committee noted that they do not sponsor only Kindergarten projects but that parents must be involved in the process and that information about project criteria is available to take to the schools. In response to a question about scholarships, it was noted that letters were sent to all schools.
Vern Porter is recruiting volunteers to work on the recycling project in the summer months. At present, committee members are able to sort and compact all that's collected each week. Ryan Campbell and Chuck Stone are to be thanked for their donation of a hoist to lift the 150 kg bales onto the truck for shipping.. After the contract for garbage pick-up has been let on Mar. 9, the Recycling committee will meet with the government officials to discuss having them take over the collection of the recyclables, He extended thanks to Peter and the group for selling the recyclable baskets at the tianguis. The Recycling Committee is sponsoring an exhibit of art created from recyclables at the Xaltemba Restaurant and Gallery.

Los Amigos de La Peñita - February 8, 2010, General Meeting Summary
The meeting was called to order at 7:00 pm with 28 members in attendance. There were no changes to the agenda as presented.
Fiesta 2010
Jeanie Mintzmyer reported that Fiesta 2010 has netted approximately $388,518 pesos with revenue of $447,863 pesos and expenses of $59,345 pesos. There are still some outstanding items, but the final tally will be significantly higher than last year. Ken Snyder thanked everyone for their help in making this such a successful Fiesta!
Motion for Support of Las Cabras Kindergarten Project
Johan Nielsen of the Education Committee requested $10,000 pesos for the completion of this phase of the kindergarten building project. Laura Garcia Gallegos thanked everyone who had helped make great advances on the project in a short period of time.
Vern Porter raised a point of order asking if the procedures for bringing this motion to the general meeting had been followed. Ken indicated that the motion had been brought to the Executive and due process had been followed. However, since this expenditure had not been in our current budget allocation, it was necessary to bring the question to the full membership.
There was discussion about the overall funding of the project. The Executive sees this project as an opportunity to demonstrate how we can work cooperatively with other groups on projects. Funds contributed by parents, Rotary Club and other donations have totaled $70,000 with a need for $30,000 more to complete the building with a permanent roof. Of this, $20,000 will be forthcoming from other donations, leaving a need for $10,000 more. Several people pointed out the hard work that had been done by many to get this project to this level, and Karen noted that the parents who worked at Fiesta were also willing to help Los Amigos with future fundraisers.
It was moved by Johan Nielsen, seconded by Karen Martin that: In recognition of the members of the Education Committee who volunteered their time at Fiesta 2010, refusing payment for the work they did at the day of the event, Los Amigos allocate $10,000 pesos to the Education Committee specifically for the Las Cabras Kindergarten Project. Carried unanimously.
Planning and Budgeting for 2010-2011
Ken outlined the process to be used by committees in preparing their budgets for next year. With three committees now generating funds, the process will be more complex this year. They will receive guidelines and timelines from the Executive starting Feb. 9. Preliminary budget proposals are to be presented to the Executive during the first week in March for review and negotiation of a final figure. The final budget proposal for 2010-2011 will be presented at the Mar. 22 general meeting. Guidelines will be posted online. Committees are encouraged to think in broader terms when planning projects that will help our community. If anyone has ideas for projects, please contact the Executive. Proposed projects need to be accepted by a sub-committee of Los Amigos.
Implementing a New Accounting System
As Los Amigos grows and becomes more complex, it is necessary to adopt a formal accounting system. After discussion with experts in this field, it has been decided to purchase Quick Books Pro for this purpose.
New Volunteer Positions Requested
We will require a volunteer bookkeeper for data entry into Quick Books Pro. Bruce Hilton has offered to train and mentor this person. Doris Chabot suggested that perhaps one of the scholarship students could be involved as well.
Since we have grown so much, it seems judicious to develop a volunteer Fundraising/Development Officer position. This person would focus on how fundraising could be done most effectively by the sub-committees and the organization as a whole. This could be one person or a team. The Executive committee will develop a job description to aid in recruiting.
Volunteers are also needed to assist with the Los Amigos tianguis booth. It was noted that this booth has generated sales of approximately $50,000 pesos. More importantly, it is an excellent venue for public relations. Bob Tripp and Peter Martin will continue to coordinate this activity, but they need others to help.
Karen Martin voiced a concern that we need more members to assist with all of our projects.
Additional Comments
Vern Porter announced there will be another work party to construct recycle bins on Wed. Feb. 10 at his home, one at 8:30 and one at 1:30. Any help would be appreciated.
Johan Nielsen announced that the Education Committee is currently selling 2 for 1 coupon books for local restaurants for $300 pesos (estimated value of coupons is $1500 pesos).

Los Amigos de La Peñita - January 25, 2010, General Meeting Summary
There were 34 individuals in attendance, including 26 members. The meeting commenced at 7: 00 pm. Guests were acknowledged and invited to join Los Amigos. Ken Snyder reiterated that our role is that of a community service organization.
Ken reminded us that minutes are posted on our website. It was moved by Vern Porter and seconded by Peter Martin that the Minutes from the January 11, 2010 Meeting be approved. The motion passed. The agenda was adopted with the addition of a report on the Las Cabras Kindergarten project.
Los Amigos Status Ken pointed out that Los Amigos is starting to experience a period of rapid growth and expansion after its two years of operation. We will need to take a look at our needs and abilities to determine where additional resources may be needed.
Fiesta 2010 Reports were delivered by Committee Chairs. Jeanie Mintzmyer projected that 180-200 tickets will be sold for the event. Sydney Richmond declared donations for auction items closed due to space and time restraints. To date, seventy plus items have been donated. Some items for the Live Auction are listed on the Jaltemba Bay Folk notice board. More volunteers are needed to help at the completion of the silent auction.
Peter Martin reported that t-shirt sales at last week's tianguis were the best yet: 88 t-shirts sold for a total of 355 to date and a profit of 14,000 pesos. They are looking for submissions of original designs and some may be forthcoming from a children's art contest the Education Committee is planning. Peter requested assistance from Spanish speakers at the tianguis to help with t-shirt and recycling bin sales and to also help promote Los Amigos. Sherry Nordin is loking after decorating the grounds.
Ken Snyder reiterated the need for knowing accurate numbers of tickets sold to facilitate food and beverage preparation. Jeanie Mintzmyer asked that all Committee Heads send the names of all volunteers to her so that nametags can be produced in advance.
Ken reminded committee chairs that the final planning committee meeting is on Wednesday.
Education Committee Update on Las Cabras Kindergarten Project
Laura Garcia Gallegos thanked everyone who had helped clean up the area where the kindergarten will be built. The executive of the Education Committee and other parents present were introduced. To date the Committee has raised more than 18,000 pesos. Johan reported that construction on the new kindergarten began today. Those who wish to receive updates on Education Committee projects should provide Johan Nielsen with their e-mail addresses.
Recycling Committee
Vern Porter thanked all the hard workers on the committee for their help with producing recycle bins. He pointed out that the committee needs more Mexican members, especially during the summer months. Vern will follow up with those at the meeting who offered to help. Twelve recycle bins have been sold to individuals at the tianguis. Purchasers are asked to place the containers in their neighbourhood and monitor their use. It was suggested that some work parties be held on weekends or afternoons so that those who work could participate. Two members of the committee, Ryan Campbell and Chuck Stone will donate the money to purchase a lift for hoisting the compacted bales onto the truck at the recycling centre. Jeanie Mintzmyer reported that some hotels in Rincon are providing recycling bins in each room, so the message is getting out about the importance of recycling.
Update on Eco Park
Johan Nielsen reported that we have been waiting for the Governor of the State to come and officially open the park. Carlos Flores said he would like to invite us all to attend the ceremony. When the details are known, information will be posted on the Jaltemba Bay Folk bulletin board.

Los Amigos de La Peñita - January 11, 2010, General Meeting Summary
There were 34 individuals in attendance, including 31 members. The meeting commenced at 7: 00 pm. Guests were acknowledged and invited to join Los Amigos.
Ken Snyder announced that unfortunately the presenters for the Mangrove Project were unavailable. Time permitting, he would present "Opportunities in Education" The Agenda, as amended, was approved.

Recycling Committee
Vern Porter gave a report on the activities and developments of the Recycling Committee during the holidays. Fifteen baskets loaned to us by the Compostela Municipality were placed in Rincon de Guayabitos. The results were mixed: some were used for the intended purpose; others became garbage receptacles. The jumbo baskets placed by the tourist office and by the church were well-utilized.
- Vern indicated that the Recycling Committee works in 4 main target areas:
- a) Residential - The people of La Peņita deserve recognition for using the baskets correctly (no garbage). However more baskets are needed.
- b) Schools - are still participating.
- c) Businesses
- d) Hotels - At least twelve hotels are participating to a great extent, and it is hoped that we can educate others to do the same.

There will be a work party tomorrow Tuesday January 12 at Vern's at 9 am and at 2:30 pm to make new baskets. Volunteers are needed. The cost of producing each basket is approximately $200 pesos. These will be available for sale at the Los Amigos booth at the tianguis. If people want to buy and place one in a neighbourhood, they will need to inform the committee of its location in order to ensure pickup. It was suggested that perhaps high school students could participate in producing the containers in future.
Zobeida felt that we should encourage children and adults to take their plastics to schools on Wednesdays for pickup rather than producing more containers
There were mixed reactions to the containers made of recycled bottles. A trial run will be conducted in Chacala. Johan indicated that while it is easy enough to remove the labels during assembly, there is a possibility of gaining some corporate sponsorship/support of the recycling project if labels are retained. Ken reported that a meeting with Coca Cola is being set up to explore ways they might cooperate with our recycling project. It was suggested that inquiries be made at this meeting about the use of deposits as a way to encourage recycling.
Gabriel Ventura, a new visitor, offered to assist with recycling in areas outside of the towns.

Fiesta 2010
Bob Tripp reported that we now have $75,000 of the targeted $80,000 from special sponsors. We still need to solicit from the Mexican business community. T-shirt sales have been brisk. Other designs and canvas bags with a tianguis theme are being investigated. Music and entertainment for Fiesta is shaping up: the Perez Brothers and the Puerto Vallarta String Players are donating their time and talent. Flamenco dancers courtesy of Latitude 21 are confirmed and we are investigating an East Indian dancer.
Jeanie Mintzmyer reported that ticket sales are going well with 66 sold and approximately 50 reserved. If people wish to use a credit card to purchase their tickets, they may do so at Xaltemba Restaurant. Credit cards can be used for purchases at the event. Karen Martin reported that thanks is due to Eddie and Roberto for their generous donation of Xaltemba's chef and kitchen staff for the Fiesta. Volunteer help will be required.
Sydney Richmond indicated that she has been pleasantly surprised with the response to requests for silent and live auction items. Ken indicated that we need a volunteer to prepare a script for the Master of Ceremonies (Eddie) and the Auctioneer (Vern). If anyone is interested, please contact Bob.

It was decided to postpone this discussion until a later date.
Upcoming Meetings:
Johan announced that the Governor of the State and the Municipal President may be here on Wednesday to officially open the Eco Park and it would be nice to have a good showing of members.
The presentation on The Mangrove Project (which involves reforestation of urban mangroves which are effective as natural sanitation treatment plants) will be rescheduled.
The Education Committee will meet tomorrow at 6 at Chuyitas. The Fiesta Planning Committee will meet Wed. at 1 pm at Deb Drew's.

Recycling Committee
Ken gave an update on the activities of the Recycling Committee. He noted that collections had fallen off. A number of steps are being taken to address this: (i) large drop-off bins are being built and they will be put in place over the next few days; (ii) our scholarship students are being recruited to canvas residents and businesses; (iii) a special collection is being scheduled for Guayabitos and Los Ayala over the holiday season; and (iv) we are meeting with the Director of Urban Development and Ecology to determine potential areas of cooperation. Ken noted that Vern is looking for volunteers to help manage the process over the holidays.
Fundraising Committee
Jeanie gave an overview of the status of planning for Fiesta 2010. Brochures have been printed and tickets are available at a number of locations. Ticket locations are listed on our own website (www.losamigosdelapenita.com) as well as Jaltemba Bay Folk and Jaltemba Sol. It is also possible to reserve tickets online at our website this year. Jeanie also noted that she had attended an event sponsored by Los Amigos de Bucerias to market the event. It was also noted that we are looking for an auctioneer and potential names should be given to Bob Tripp or Ken Snyder. The Puerto Vallarta Chamber Quartet has been booked for the event and discussions are continuing with other entertainers. With respect to potential staff for the event, it was recommended that we consider members of the Education Committee and our scholarship students.
Education Committee
Ken acknowledged the hard work that the current executive of the Education Committee had done to get the Committee off the ground. A presentation was made to Nallely Guerra Salazar, Soriada Aguirre Valderrama, Zobeida Barrera Lozano and Carlos Flores to thank them for their hard work. Johan Nielsen's contributions were also recognized.

Carlos reported on the results of El Gran Bazar. He noted that the Committee is looking at making this as an annual event; net proceeds were roughly 13,000 pesos. It was recommended that we pre-advertise what items sold well this year (notably appliances) as people might bring such items south with them.
